"Blister" refers to how they form the plastic, so it applies to lots of type of packaging. Batteries usually come in blister packs, and they aren't very hard to open.

It's not the memory, but the memory addresses that are reserved for other uses. You can use PAE and other tricks to get around these limitations, but they're kludges, in my opinion.
