Why are chargers so lame?

I have been playing around with the canker battery pack and also the 18W PowerPort 2 charger. The 10050 only has one port, which I somehow overlooked in making the comparisons. :(
It is quite compact for the capacity, but also dense. Unfortunately the charging does not operate in a pass through mode, so that limits the utility.
I do like the charger though. It is is a bit heavy for the size, but that's to be expected for a continuous 18W output. The power light is blue for idle or low loads and green for the high power mode.

I'm wondering about the capacity of that Anker at low power levels since some devices lose efficiency at the bottom.
How do you measure the capacity? I received a USB Dork, but am not so sure about the accuracy and extra drain.

I don't know of any way to measure capacity or (by extension) power draw or charge rate. I'm sure there are industrial-level tools for that, but I know of nothing in the consumer space.

Well the battery died after 6007 mAH. That's not bad.
