I've been scammed and I need help

What tech would you need to fool someone into thinking you were a famous celebrity, maybe transsexual, or not, imitate the persons voice, create text, voice, and video messages, and make them all look real?
Use images and video off, lets say TikTok, or another site?
Anyone had this one run on them?
I've had it a couple times...
