Intead of 40mm axial fans, why don't they use crossflow (tubular impeller) fans? These could run the width of the back of the 1U, run at a lower speed but provide adequate cooling for less noise.

My PC has an APC Back UPS RS1500 line interactive UPS is front of it. Oddly, the voltage is the same at the raw wall socket or coming from the UPS. Right now it's 313VAC!
