If you can't take ownership and can't delete but need to, then the best I've got is backup, format, restore (without those files).

Can you read them? If so, copy/move the files to a FAT drive. Then delete the originals. Now copy the copy's back and you should be able to do anything you want to the files. I've also used backup and restore (to a different drive) to strip the security info from files before.

I think that for notebooks these are really a good idea because they are small enough that a place can be found inside the case. The standard notebook HD can then just become a removable data drive.
